| Cabinet & Decisions |
It is the Cabinet’s responsibility to take the day-to-day
decisions that implement the Council’s objectives. Each of the
seven members of the Cabinet is responsible for a specific
portfolio of our work:
- Councillor Andrew Williams - Leader, and Portfolio Holder for
Community Leadership
- Councillor Margaret Griffiths - Deputy Leader and Portfolio
Holder for Housing
- Councillor Ayling - Portfolio Holder for Service &
Performance Improvement
- Councillor Herbert Chapman - Portfolio Holder for Environment
& Sustainability
- Councillor Colette Wyatt-Lowe - Portfolio Holder for Community
Services & Public Protection
- Councillor Stephen Holmes - Portfolio Holder for
Planning & Regeneration
- Councillor Nicholas Tiley - Portfolio Holder for Finance
& Resources
Within their portfolios, the Members have been delegated powers to
make decisions. They are also the key spokespeople and leaders on
that area of Council work, both within the Council and to the
residents of Dacorum Borough. |
| Overview & Scrutiny
Committees |
The Overview & Scrutiny Committees of the Council have an
important role in guiding and examining our policies and
performance.
They are involved in keeping under review the whole range of the
Council’s activities. They scrutinise the proposals, actions and
decisions of the Cabinet and Council; as well as developing and
reviewing policy areas and making recommendations of their own.
This work enables the Committees to work with Council and community
representatives and make positive contributions to the resident’s
quality of life.
Dacorum Borough Council has four Overview & Scrutiny
Committees with different areas of responsibility. Each Committee
has eleven Members, appointed at Annual Council each year. The
Committees are politically balanced, to reflect the composition of
the Council as a whole, and likewise the Chairman and Vice-Chair
can be from any of the political groups. |
| Regulatory Committees |
The following Committees are appointed to discharge specific
Council functions that are not the responsibility of the Cabinet:
- Development Control
- Licensing
- Appeals
- Standards
- Employment Appeals

| Full Council |
The full Council of Dacorum Borough is where the 51 elected
Councillors meet to discuss and make the decisions that form the
foundation of our work. It is responsible for the Council’s
Constitution and Budget. It also makes decisions on the framework
of policy that directs all aspects of the Council’s activities,
including:
- Community Plan
- Community Safety Strategy
- Development Plan
- Corporate Work Programme
- Local Agenda 21
The Annual Council meeting, which takes place in May each year, is
also responsible for appointing Members to Committees, appointing
the Mayor and Deputy Mayor, and agreeing the number and scope of
Cabinet portfolios. |
| Task & Finish Groups |
Task & Finish Groups are established to carry out detailed
work on specific topics or issues. The groups are established, and
their membership managed, by the Programming Panel, which consists
of the three political group leaders with advice and support from
appropriate officers.
Members are appointed to Task & Finish Groups based on their
interest, either on the issue or as a representative of a relevant
ward, and personal knowledge or expertise.
The Groups are Member led, and conduct their business on an
informal basis. They have no decision-making powers, but aid the
policy development of the Council by examining important issues and
preparing ideas and recommendations for consideration. |
| Miscellaneous |
In addition to the Committees established under the
Constitution of Dacorum Borough Council, Members are also involved
in a wide variety of groups based on a local and regional level.
These often address strategic issues and the involvement of local
Members ensures that the interests of Dacorum Borough can be
reflected in their work. It also enables policy development at a
local level to benefit from wider experience and expertise.
These include:
- Housing Advisory Panel
The Housing Advisory Panel consists of five members, whose role is
to consider and advise the Council on relevant matters of Housing
Policy and Management and to comment on all aspects of the Housing
Service provided by the Council.
Agenda items put forward by members must focus on general service
issues rather than individual cases.
- Highways Joint Member Panel
This group consists of six Dacorum Borough Councillors and six
Herts County Councillors. Its function is to monitor the
implementation of the Highways agreement in the Dacorum area.
- Audit
This Group consists of seven councillors whose role is to receive
and consider reports from the External Auditor (e.g. The Annual
Audit & Inspection Letter, SAS610, etc) and the Internal
Auditor including the arrangements made for the co-operation
between Internal Audit, external audit and other review
bodies.
- Councillors Document

This group is for Councillors only. You will not be able to view
the documents without a username and password.
- Periodic Electoral Review
The Boundary Committee for England has begun a review of Dacorum’s
electoral arrangements that aims to make sure that, where possible,
every Borough Councillor represents the same number of
electors.
- Dacorum Community Safety
Partnership
Dacorum Community Safety Partnership is a wide partnership with the
following statutory members: Dacorum Borough Council, Hertfordshire
Police Authority, Dacorum Primary Care Trust, Hertfordshire County
Council, Hertfordshire Fire and Rescue Service, Hertfordshire
Constabulary.
