The Mayor is the first citizen of the borough and is elected to the post by fellow councillors at the annual meeting of the council in May each year*. The role of Mayor is a non-political position and during the mayoral year, a Mayor puts aside council duties to concentrate on the role as the town's first citizen.

In addition to chairing the Council meeting, the Mayor attends many different types of functions throughout the borough. These include representing the council at civic functions, receiving dignitaries, attending formal dinners and church services, opening events, talking to clubs and societies and visiting schools. On occasions, the Mayor hosts visits to the Mayor's Parlour from various groups or organisations. The Mayor also has a deputy to stand in if they are unavailable.

The Mayor's correct title is The Worshipful the Mayor of the Borough of Dacorum.

*As set out in the regulations, there is no requirement to hold the Annual Council meeting, therefore all appointments to Cabinet, Committees and Sub-Committees will continue until Annual Council in 2021. This includes the appointment of the Mayor, Councillor Terry Douris, and the Deputy Mayor, Councillor Stewart Riddick, who will continue until Annual Council 2021.

About the Mayor

Terry was born in London, but at the age of four moved to Watford in the newly created South Oxhey estate. His working life started in the City of London in an insurance company that is now Aviva. After insurance, Terry started a mobile disco company selling and hiring equipment for parties and events from a shop in Croxley Green. This grew to provide audio visual equipment which the company, now run by his daughters, continues to do. During this time, he was elected Chairman of the Hire Association Europe, representing UK equipment rental companies.

Terry met his future wife Ann, who coincidentally worked for the same company in Rickmansworth, at the Top Rank nightspot in Watford. They set up home together in Gadebridge, Hemel Hempstead, in the early 1970s and married in 1978. They have two daughters, Louise and Emma, who both attended Aycliffe Drive School and then Cavendish School (now the Laureate Academy). Terry was a school governor at both schools, subsequently taking the role of Chair of Governors.

As a school governor, Terry was elected to be one of the first Parent Governor Representatives in Hertfordshire and later assumed the role of National Chair. He also served on the board of the National Governors' Association.

Terry was first elected to Dacorum Borough Council in 2007 and represents the Ashridge ward. He was elected as a Hertfordshire County Councillor in 2009 and has held a number of a number of positions on both councils.
