2024 consultations
Parking alterations - Brook Street, Brookfield Close, Shugars Green, Mill Gardens and Plaiters Close, Tring
We worked with ADL Traffic and Highways Engineering Ltd to consult residents and businesses on proposals to alter the existing parking arrangements at Brook Street, Brookfield Close, Shugars Green, Mill Gardens and Plaiters Close, Tring by introducing:
- A permit parking area (Controlled Parking Zone J) - permitting only permit holders to park in that area
- Additional no-waiting-at-any-time (double yellow line) restrictions - to prevent obstructive parking
- Additional shared use bays permitting either resident permit holder parking or a maximum of two hours parking for those without a permit, with no return within two hours.
Concerns had been raised regarding inappropriate parking by commuters and visitors on Brook Street and the surrounding roads in Tring. As a result, residents have struggled to park close to their properties.
Residents, statutory consultees and businesses affected by the proposals were consulted over a four-week period from 21 September 2023 to 20 October 2023.
The proposals
The proposed alterations to the existing parking arrangements on Brook Street and the surrounding roads are shown in Appendix A and outlined below, as is the permit eligibility zone:
- Introducing a permit parking area for permit holders only between Monday to Saturday, 8am to 6pm, from the junction with Brook Street to the end of the cul de sac on the following roads:
- Plaiters Close
- Mill Gardens
- Brookfield Close
- Shugars Green
- Introducing permit parking bays for permit holders only between Monday to Saturday, 8am to 6pm, on the eastern side of Brook Street between its junction with Shugars Green and the entrance to the Silk Mill Business Park, where unrestricted parking is currently permitted.
- Introducing no-waiting-at-any-time (double yellow line) restrictions on both sides of Brook Street, Shugars Green, Brookfield Close and Mill Gardens.
We consulted 244 potentially affected properties and businesses in the area. From the 65 responses that were received, 30 objections were raised. When responses were analysed by street, it was clear that the majority of residents of Brook Street, Brookfield Close and Mill Gardens supported the proposed restrictions.
Residents from Plaiters Close or Shugars Green did not support the inclusion of these roads in any form of permit parking zone. It is likely that there will be some form of displacement of vehicles to these roads, from vehicles that will not be eligible for permits. In light of this, it was recommended that Shugars Green and Plaiters Close were removed from the proposed permit parking zone.
A second consultation was held on the revised proposals over a three-week period from 7 February to 1 March 2024. A The consultation area was the same as the previous one.

2023
High Street, Bovingdon
We worked with ADL Traffic and Highways Engineering Ltd to consult residents and businesses on proposals to alter the existing parking arrangements on High Street, Bovingdon.
Concerns had been raised about the turnover of spaces in the existing designated parking bays outside the shops on High Street, Bovingdon. Vehicles were often waiting in the bays for long periods of time, resulting in lack of spaces for shoppers to use.
The proposals
The proposed alterations to the existing parking arrangements on the High Street are shown in Appendix A and outlined below:
- Introducing a loading-only bay (no return within one hour), Monday to Saturday, 8am to 6pm.
- Introducing a disabled badge holder bay (three hours, no return within one hour), Monday to Saturday, 8am to 6pm
- Introducing limited waiting bays (two hours, no return within one hour), Monday to Saturday, 8am to 6pm, on the north-eastern side of High Street and in front of the shops on the south-western side of the carriageway.
Residents, statutory consultees and businesses affected by the proposals were consulted over a four-week period from 16 November 2023 to 15 December 2023.

Anchor Lane and Beechfield Road, Hemel Hempstead
Following feedback to an initial consultation (see 2022 heading below) we worked in partnership with ADL Traffic and Highways Engineering Ltd to consult residents and business on the following:
Proposals
Concerns had been raised about vehicles parking on the pavement and road on Anchor Lane, near to its junction with Heath Lane, vehicles being parked close to the mini roundabout junction between Anchor Lane and Beechfield Road, and vehicles being parked on the grass verge on Beechfield Road from outside the junction of Anchor Lane to outside number 34 Beechfield Road.
Alterations to the existing parking arrangements were proposed for the following reasons:
- To prevent inappropriate parking close to the junction of Anchor Lane and Heath Lane
- To prevent inappropriate parking at or near to the mini roundabout junction of Anchor Lane and Beechfield Road
- To prevent parking on the grass verge along Beechfield Road
- To prevent double parking in the vicinity of the junction
- To ensure the safe movement of traffic
- To generally improve road safety and amenity at the junction
Stakeholders affected by the proposals were consulted over a four-week period from Wednesday 1 March 2023 to Wednesday 22 March 2023.

Elm Grove, Berkhamsted
Following feedback to an initial consultation (see 2022 heading below), which proposed alterations to existing parking arrangements at Elm Grove, Berkhamsted - namely a permit parking area and double yellow line restrictions - we worked in partnership with ADL Traffic and Highways Engineering Ltd to formally consult residents and business on the following:
Proposals
Concerns had been being raised about non-resident vehicles (shoppers and commuters) parking on Elm Grove, meaning residents were unable to park near to their properties.
These measures are also being proposed for the following reasons:
- To prevent double parking on Elm Grove
- To enable residents to park close to their homes by preventing commuters/shoppers parking on the road (whom would not be eligible for a permit)
- To prevent parking at the junction of Elm Grove and A4251 High Street
- To generally improve the safety and navigability of Elm Grove for road users.
Stakeholders affected by the proposals were consulted over a four-week period from Wednesday 1 March 2023 to Wednesday 22 March 2023.

Proposals

Waterhouse Street, Hemel Hempstead
In response to feedback from an initial consultation (see 2022 heading below) we worked in partnership with ADL Traffic and Highways Engineering Ltd to formally consult residents and business on the proposal to convert a smaller section of the existing taxi rank to that initially proposed into disabled bays only on Waterhouse Street in Hemel Hempstead.

The measures are proposed for the following reasons:
- To increase the town's provision of disabled parking.

- Disabled parking bay: Monday to Sunday, 8am to 8pm, three hours no return within two hours (eight bays)

Amendment to Traffic Regulation Order - Marlowes, Hemel Hempstead
We worked with ADL Traffic and Highways Engineering Ltd to consult residents and businesses on the proposal to make a minor amendment to the existing Traffic Regulation Order - The Borough of Dacorum (MArlowes, Hemel Hempstead) (On Street Charging and Waiting and Loading Restriction) Order 2022 ("The Order of 2022") - to incorporate recently introduced legislation.
Article 21 of The Order of 2022 is to be amended by the substitution of the wording “The Civil Enforcement of Parking Contraventions (Guidelines on Levels of Charges) (England) Order 2007” by the wording “The Civil Enforcement of Road Traffic Contraventions (Approved Devices, Charging Guidelines and General Provisions) (England) Regulations 2022”.
The consultation ran between 11 January 2023 and 11 February 2023.

2022
Berkhamsted Leisure Centre
In March 2019, our Cabinet considered options for the redevelopment of Berkhamsted Leisure Centre, including refurbishing the existing centre or building a new one. A new-build leisure centre was selected as the preferred option and a construction partner was selected to help develop the proposal in more detail.
Extensive consultation was carried out with stakeholders including Sport England, sports groups and local schools which helped to shape the proposals for the new leisure centre. This was followed by a public consultation in February 2022.
Since the initial decision to proceed with exploring the new-build option, a number of factors, (including the ongoing impact in leisure of COVID-19, inflation rises and the increase in energy prices), have occurred which have impacted considerably on the cost of delivering the new-build proposal.
In view of this, we will be revisiting all the options available for Berkhamsted Leisure Centre. We will consider all the feedback that has been provided by stakeholders and the public as part of this process and are still committed to providing an improved and modernised leisure facility for Berkhamsted. The outcome of the options appraisal will be decided in July 2023.
Old Fishery Lane, Hemel Hempstead
We worked with ADL Traffic and Highways Engineering Ltd to consult residents and businesses on the proposal to alter the existing parking arrangements on Old Fishery Lane in Hemel Hempstead, consisting of the introduction of:
- Additional no waiting at any time (double yellow line) restrictions
Concerns had been raised about inappropriate parking on Old Fishery Lane near to its bridge over the Grand Union Canal and with regards to vehicles parked in the turning head south of the canal bridge.
We carried out a consultation with residents and businesses who would be affected by the proposals, as well as a consultation with the statutory consultees. The consultation took place over a four-week period from 17 November 2022 to 15 December 2022.
The proposals
The proposed alterations to the existing parking arrangements on Old Fishery Lane, are shown in Appendix A and outlined below:
- Introducing no waiting at any time (double yellow Line) restrictions along both sides of the carriageway south of the canal bridge and into the turning head.
This aims to prevent inappropriate parking close to the canal bridge and stop private accesses and the turning head being obstructed. It also ensures the safe movement of traffic and improves road safety and amenity in the vicinity.

- New no waiting at any time (double yellow line) restrictions to replace existing no waiting Monday to Friday 8.30am to 4.30pm (single yellow line) restrictions.
The proposals
Concerns had been raised that vehicles were parking on the pavement and road on Anchor Lane, near to its junction with Heath Lane, and also close to the mini roundabout junction between Anchor Lane and Beechfield Road, and on the grass verge on Beechfield Road.
These measures are being proposed for the following reasons:
- To prevent inappropriate parking close to the junction of Anchor Lane and Heath Lane
- To prevent inappropriate parking at or near to the mini roundabout junction of Anchor Lane and Beechfield Road
- To prevent parking on the grass verge along Beechfield Road
- To prevent double parking in the vicinity of the junction
- To ensure the safe, convenient movement of traffic
- To generally improve road safety and amenity at the junction.
Residents and businesses affected by the proposals were consulted between 29 September 2022 and 27 October 2022. A letter and plan was posted directly, which explained the proposals and the reasoning behind them. Consultees were able to respond via email or post. See Appendix B below.
The Statutory Consultees were consulted between 3 November 2022 and 24 November 2022. A letter and plan were emailed directly, and consultees were invited to submit any comments via email. See Appendix C below.

The Denes, Pinecroft, Barnacres Road and Georgewood Road in Hemel Hempstead
We worked with ADL Traffic and Highways Engineering Ltd to consult residents and businesses on the proposal to alter the existing parking arrangements at The Denes, Pinecroft, Barnacres Road and Georgewood Road in Hemel Hempstead.
Concerns had also been raised in relation to the turnover of spaces in The Denes, lack of spaces for the residents to park in the evenings and disabled parking provision.
There were also been concerns that the entrance and exit to The Denes and Barnacres Road, near to its junction with Georgewood Road, were currently unrestricted, meaning that vehicles could park there, causing severe difficulties for passing traffic.
Residents and businesses affected by the proposals were consulted over a four-week period from 27 July 2022 to 19 August 2022. The statutory consultees were consulted from 4 August 2022 to 23 August 2022.
The proposals
The proposed measures include the following:
- Introducing no waiting at any time (double yellow line) restrictions on the north side of Pinecroft at the entrance to The Denes, on both sides of Barnacres Road between Pinecroft, and The Denes northern access as well as at the junction of Georgewood Road and Barnacres Road.
- Introducing limited waiting (Monday to Sunday, 8am to 7pm, two hours, no return within two hours) parking bays in The Denes.
- Retain the two disabled badge holders only spaces in The Denes.

We worked with ADL Traffic and Highways Engineering Ltd to consult residents and businesses on the proposal to alter the existing parking arrangements at Elm Grove, Berkhamsted by introducing:

Barbers Walk, Cobbetts Ride, Abstacle Hill and Miswell Lane, Tring
We worked with ADL Traffic and Highways Engineering Ltd to consult residents and businesses of Barbers Walk, Abstacle Hill, Miswell Lane and Cobbetts Ride in Tring on the proposal to introduce parking restrictions. This was in response to concerns raised by residents regarding commuter parking and the lack of available parking for residents on street as well as inappropriate parking by commuters.
Reasons for the proposals
- To prioritise on-street parking for residents and dissuade commuter parking
- To prevent parked vehicles causing an obstruction or access issues, especially at junctions
- To prevent parked vehicles blocking footways, forcing pedestrians to walk on the highway
- Sight lines for pedestrians crossing the road are currently being obscured by parked vehicles
- To avoid danger to persons or other traffic using the roads, or any other roads, or for preventing the likelihood of any such danger arising
- For the preservation and improvement of the amenity of the areas concerned.
Proposed restrictions
- No waiting at any time (double yellow line) restrictions
- No waiting Monday to Friday, 11am to 1pm (single yellow line) restrictions.
Stakeholders affected by the proposals were consulted from Wednesday 15 June 2022 to Friday 15 July 2022.

Station Road, Hemel Hempstead
We worked with ADL Traffic and Highways Engineering Ltd to consult with stakeholders including residents, businesses and statutory consultees as concerns have been raised regarding the current gap in the existing no-waiting-at-any-time (double yellow line) restrictions on Station Road on the approach to The Plough (Magic) Roundabout.
Currently, vehicles are parking on the verge and occasionally straddling the verge and the road itself. This is impeding visibility for vehicles attempting to pull out from Cotterells and is causing an obstruction to passing traffic on Station Road, both of which have contributed to concerns about road safety at this location.
Proposed restrictions
- To prevent inappropriate and dangerous parking, no-waiting-at-any-time (double yellow line) restrictions are proposed.

A consultation was held between Wednesday 22 June 2022 until noon on Thursday 21 July 2022. During this process, site notices and plans were attached to street furniture on site, the Notice of Proposal documents were made available on our website, and they were also published in the Hemel Hempstead Gazette. A copy of the Site Notice and Plan was also directly posted to residents and businesses of the area - a total of 297 addresses.

Waterhouse Street Taxi Rank, Hemel Hempstead
We worked with ADL Traffic and Highways Engineering Ltd to consult residents and business on the proposal to convert a section of the existing taxi rank on Waterhouse Street in Hemel Hempstead into pay-to-park bays and disabled badge holder-only bays.
Evidence suggests that the current taxi rank is not being used anywhere near capacity. This length of space could therefore be used more efficiently.
Residents and businesses affected by the proposals were consulted over a four-week period from 25 March 2022 to 18 April 2022. A letter and plan (see Appendix B below) were posted directly, which explained the proposals and the reasoning behind them. Consultees were able to respond via email or post.
The statutory consultees were consulted over the period from 23 March 2022 to 18 April 2022. A letter and plan were emailed directly, and consultees were invited to submit any comments via email. There was a total of 19 consultees. The letter sent is included as Appendix C (see below). There was a total of 19 consultees.
The proposals
The proposed alterations to the existing parking arrangements on Waterhouse Street are shown in Appendix A and outlined below:
- To provide more parking provision for members of the public using the town centre
- To increase the town's provision of disabled parking.
The proposal comprises the provision of the following:
- Proposed disabled parking bay: Monday to Sunday (8am to 8pm), three hours no return within two hours (seven bays)
- Proposed pay-to-park bay: Monday to Saturday (8am to 6pm) one hour no return within one hour (approximately seven spaces).

Between 15 October 2021 and 12 November 2021 we worked in partnership with ADL Traffic and Highways Engineering Ltd to consult residents and businesses on the introduction of parking restrictions.
Residents, local businesses and bus drivers had voiced concerns regarding the safety of pedestrians and vehicles as a result of inappropriate parking on Marlowes, Hemel Hempstead. Following a review of the parking arrangements we proposed a series of changes. Details of these and the initial consultation can be found below (2021 consultations).

Marlowes, Hemel Hempstead
We worked in partnership with ADL Traffic and Highways Engineering Ltd to consult residents and business on the introduction of parking restrictions. Residents, local businesses and bus drivers had voiced concerns regarding the safety of pedestrians and vehicles as a result of inappropriate parking on Marlowes, Hemel Hempstead.
We therefore conducted a review of the current parking arrangements on Marlowes, north of its junction with Midland Road. As part of this review, a site assessment was carried out by officers in September 2021 and following this a design was produced outlining the proposed changes on the section of road under investigation.
The proposals
The proposed alterations to the existing parking arrangements on Marlowes are shown in Appendix A in the Proposal Plan (below) and outlined as:
- Additional No Waiting at Any Time and No Loading At Any Time (Double Yellow Line with Double Kerb Blip) restrictions on Marlowes close to its junction with B487
- Conversion of existing parking bays to Pay to Park bays (Monday to Saturday, 8am to 6pm, one hour no return within one hour). Charges are detailed in the table shown in Appendix B Residents' Consultation Letter (below)
- Provision of Disabled Parking Bays (Monday to Sunday, 8am to 8pm, three hours no return within two hours)
- Removal of small sections of existing waiting restrictions.
Residents and businesses affected by the proposals were consulted over a four-week period from 15 October 2021 to 12 November 2021. A letter and plan were posted directly, which explained the proposals and the reasoning behind them. Consultees were able to respond via email or post.

Proposed Zone ‘E’ Resident Permit Parking Scheme in Ebberns Road, Hemel Hempstead
We worked in partnership with Project Centre Ltd to carry out a statutory consultation to understand if there was support for the implementation of parking controls in the form of a resident parking scheme (Controlled Parking Zone) on Ebberns Road to prioritise local residents within the zone over commuter parking.
The proposals aim to improve the safety and environment through deterring commuters from parking inappropriately, which results in serious inconvenience to the residents living in the zone and local area.
The proposals were to discourage commuter parking in the road Monday to Friday, 9am to 6pm, and Saturday and Sunday, 10am to 1pm. During these times parking would be restricted to residents and visitors to residents.
The proposals
- Introduction of resident parking scheme for Ebberns Road
- Hours of operation of the parking zone to be Monday to Friday, 9am to 6pm, and Saturday and Sunday, 10am to 1pm
- Maximum of three vehicle permits per household for eligible addresses on Ebberns Road, within blue boundary indicated on the accompanying plan, each one registered to a separate individual.
- Maximum of one vehicle permit per household for addresses within red boundary indicated on the accompanying plan (Lawn Lane and Belswains Green). These properties are not eligible to obtain visitor parking sessions.
- Proof of residency is required.
- Vehicles must be registered to the resident’s address within the zone, (the area surrounded by blue line on the plan, or in the area surrounded by the red line on the plan
- Permits and visitor parking sessions are virtual (no documents to display in vehicle) and are obtained and used through our website
- The current costs for annual resident permits first £40, second £60, third £80, motorcycle £20
- Visitor parking sessions 20 pence per hour up to a maximum of 600 hours or 1,200 hours for over 60s and Dacorum card holders.

Proposed Zone ‘E’ Resident Permit Parking Scheme in Ebberns Road, Hemel Hempstead
We worked in partnership with Project Centre Ltd to carry out a consultation to understand if there was support for a resident-only Controlled Parking Zone in Ebberns Road, Hemel Hempstead.
We are aware of parking issues in the area and plan, subject to support, to introduce parking controls that will prioritise local residents over commuter parking. The initial proposals will mean only residents and their visitors will be able to park on Ebberns Road during certain hours of the day. It is proposed to have some form of parking control operating seven days a week.
If the result of this consultation indicate resident support for the proposal, a “statutory” consultation will be carried out, which will include updated plans.
The Controlled Parking Zone is proposed to improve the safety and environment through deterring commuters from parking inappropriately, which results in serious inconvenience to the residents living in the zone.

Proposed parking restrictions on Wood Lane End and Redbourn Road, Hemel Hempstead
We worked in partnership with Project Centre Ltd to carry out a statutory consultation to understand if there was support for single yellow line waiting restrictions along Redbourn Road and Wood Lane End in Hemel Hempstead.
The restrictions aim to deter vehicles from parking along each of these roads and to improve traffic flow at busy times. The proposals also improve safety for both road users and pedestrians.
The proposals
No waiting restrictions applied to the areas indicated in the plan shown in the report below. These restrictions will mean that vehicles may no longer park at these sections of Wood Lane End and Redbourn Road at the following times:
- Wood Lane End: Monday to Saturday, 8.30am to 6.30pm
- Redbourn Road: Monday to Saturday, 8am and 6pm, and Sunday 10am to 5pm.
A letter and plan of the proposals were hand delivered to all addresses located in the near vicinity of the proposals. Public notices were erected along the roads where changes are proposed, a public notice was published in the Hemel Hempstead Gazette and details of the proposals were available to view on this website.
The consultation period ran from 3 March 2021 to 24 March 2021.

Proposed parking restrictions on Long Chaulden, Hemel Hempstead
We worked in partnership with Project Centre Ltd to carry out a statutory consultation to understand if there was support for double yellow line waiting restrictions at the junction of Chaulden Terrace and Long Chaulden in Hemel Hempstead.
The aim of these restrictions is to deter vehicles from parking close to the junction, which will improve safety for both road users and pedestrians.
The proposals
No waiting at any time restrictions applied to the areas indicated in the plan shown in the report below. These restrictions will mean that vehicles may no longer park on the junction of Long Chaulden and Chaulden Terrace at any time.
A letter and plan of the proposals were hand delivered to all addresses located in the near vicinity of the proposals. Public notices were erected along the roads where changes are proposed, a public notice was published in the Hemel Hempstead Gazette and details of the proposals were available to view on this website.
The consultation period ran from 3 March 2021 to 24 March 2021.

2020
Proposed parking restrictions on Marlowes and Bridge Street, Hemel Hempstead
We worked in partnership with Project Centre Ltd to consult to propose to make changes to the current parking arrangement on Marlowes to make the town centre more accessible to disabled badge holders, provide more loading facilities for businesses and to introduce more accessible taxi ranks.
Additional no waiting and no loading restrictions are also proposed to improve safety at the Marlowes roundabout and at the end of the Marlowes with the junction of Bridge Street.
We propose the following to achieve these objectives:
- No waiting and no loading at any time restrictions to the areas indicated in the plan. These restrictions will mean that vehicles may no longer park on these sections of Marlowes and Bridge Street at any time.
- Implement disabled badge holder bays with a maximum three hours stay, no return within two hours. These will be located on the western side of Marlowes on the stretch south of the Coombe Street junction.
- Addition of ‘goods vehicles loading only’ bays which will be located on the western side of Marlowes directly below the junction with Coombe Street along with taxi rank bays located opposite on the eastern side of Marlowes, south of the bus stop.
- Minor amendments to existing double yellow lines at the entrance to the Carey Baptist Church to improve sight lines when exiting the car park. In order to implement the proposed changes listed above, sections of existing yellow lines will need to be removed, which are highlighted in the plans.
The proposals and plans for Marlowes and Bridge Street can be found in Appendix A of the report below. We consulted residents and businesses along Marlowes. The scheme proposals were provided in the form of a plan and an accompanying covering letter, which were delivered to all businesses along the proposed area as well as a section of residential properties effected by the proposals. The proposals were also advertised in the Hemel Hempstead Gazette, site notices were erected in the affected areas and details were available online.
The consultation period ran from 11 November 2020 until 3 December 2020.

Proposed parking restrictions on High Street and Manor Street, Berkhamsted
We worked in partnership with Project Centre Ltd to carry out a statutory consultation to understand if there is support for the proposed amendments to the double yellow line markings and proposed loading ban at the junction of High Street and Manor Street in Berkhamsted.
We have been made aware of indiscriminate parking taking place close to the junction, resulting in the sight lines of vehicles exiting Manor Street becoming hindered. It is planned, subject to support, to extend the double yellow lines to improve the safety of both pedestrians on the footway and motorists on the highway.
The proposals:
- Extension of the existing double yellow lines restrictions at the junction of High Street and Manor Street, which will also include a loading ban that will operate at all times.
- The purpose of extending the current double yellow lines is to improve safety of both pedestrians and vehicles at the junction.
A letter and plan of the proposals were hand delivered to all addresses located in the near vicinity of the proposals. Site notices were installed near the location, a public notice was published in the Berkhamsted and Tring Gazette and details were available on our website. Residents and businesses were asked to submit their comments in relation to the scheme proposals via email or in writing.
The consultation period ran from 11 November 2020 to 3 December 2020.

Proposed parking restrictions on Wolsey Road, Hemel Hempstead
Following a periodic review of The Borough of Dacorum (Hemel Hempstead) (Prohibition and Restriction of Waiting) (Consolidation) Order 2003, minor errors were discovered within the schedules relating to Wolsey Road, Hemel Hempstead. It was therefore considered necessary to make the above traffic order in order to correct those errors and to better reflect the way the restrictions in that order currently exist on street and to ensure that the order corresponds with existing signs and lines.
The consultation ran between 11 March and 8 April 2020. A public notice was published in the Hemel Hempstead Gazette newspaper on Wednesday 11 March and site notices were placed in Wolsey Road.

Proposed Zone O Resident Permit Parking Scheme in Apsley
We worked in partnership with Project Centre to consult residents on the introduction of the proposed Zone O Controlled Parking Zone. The consultation area included properties on Orchard Street, Manor Avenue, Henry Street, Winifred Road, Storey Street, Weymouth Street, Kents Avenue, Millbank, Sealy Way and part of Featherbed Lane.
Two previous rounds of consultation on these proposals for Zone O had already taken place. We considered the responses received from these and made amendments to the proposals, which formed the basis for this third and final round of consultation.
The consultation period ran from 18 December to 20 January 2020.

Proposed parking restrictions on Lockers Park Lane, Bury Hill and Melsted Road, Hemel Hempstead
We worked in partnership with Project Centre Ltd to consult to propose to make changes to the current parking arrangements on Lockers Park Lane at the junction with Bury Hill and Melsted Road to improve safety at school drop-off and pick-up times.
The proposals:
- To apply single yellow line restrictions to the areas indicated on the consultation plan, which will operate Monday to Friday, 8.15am to 5.30pm.
These restrictions will mean that no vehicles should park on this section of Lockers Park Lane, Bury Hill and Melsted Road between the intended hours of operation.
The proposed Lockers Park Lane, Bury Hill and Melsted Road single yellow line restriction plan can be found in Appendix A of the report (below) along with the consultation letter. We consulted local stakeholders and residents on Lockers Park Lane, Bury Hill and Melsted Road. The scheme proposals were provided in the form of a plan and an accompanying covering letter, which were delivered to all residents affected by the restrictions as well as to The Collett School. Notices were also put up on site. Comments were submitted either via email or in writing.
The consultation period ran from 13 November 2019 to 4 December 2019.

Proposed parking restrictions on Heath Lane, Hemel Hempstead
We received instruction from Hertfordshire County Council, the highway authority, to make changes to the current parking arrangements due to safety issues on a section of Heath Lane, between Cemetery Hill and the Heath Lane Children's Centre.
The proposals suggest replacing the section of parking on the eastern side of Heath Lane with:
1. A double yellow line restriction to operate at all times
2. A loading restriction to operate between 7.30am and 9.30am and 3pm and 4.30pm, Monday to Friday. This will mean that no vehicles will be able to wait in this area between these times.We consulted residents and the proposals were issued in the form of a plan and an accompanying covering letter, which were delivered to all properties affected by the proposals.
The consultation period ran for 28 days from 15 May to 12 June 2019.

We worked in partnership with Project Centre to consult residents on the introduction of the proposed Zone O Controlled Parking Zone, which included the following roads: Orchard Street, Manor Avenue, Henry Street, Winifred Road, Storey Street, Weymouth Street, Kents Avenue, Millbank, and a section of Featherbed Lane. The final proposals were provided to residents in the form of a plan and an accompanying covering letter, which were delivered to all properties within the proposed area. Residents were given the option to give their comments either via questionnaire, email, post or by phone.
The statutory consultation period ran from 16 January 2019 to 13 February 2019.
