Affordable Housing Supplementary Planning Document (SPD)

Our Cabinet approved the  Affordable Housing Supplementary Planning Document (PDF 853KB) on 17 September 2013. It is based on the information gathered in the 2012 Housing Needs and Market Assessment, and is given weight by our Development Management Committee.

Early in 2015, changes were made to Government policy relating to affordable housing, which were reinforced through changes to our policies. However, these changes were subsequently withdrawn from council and national policy following a successful challenge in the High Court in July 2015. A recent judgement by the Court of Appeal has reinstated the changes made to national policy, and we will be reinstating the changes to local policies at Cabinet in July. In the meantime, the outcome of the Court of Appeal Judgement will be a material planning consideration. Please view our  Affordable Housing policy changes (PDF 193KB) document for a more detailed explanation.

The Affordable Housing SPD 2013 includes a requirement for an off-site commuted sum for certain developments. Please follow this link to download the  Affordable Housing SPD 2013 commuted sum calculator (XLS 184KB).
