Increased car ownership has put more pressure on available kerb side parking, especially where households own more than one vehicle. This problem is occurring throughout the country and is not unique to Dacorum.

Any legally taxed and insured car can park on the public highway as long as no waiting or traffic orders are in force and they are not causing an obstruction.

Obstruction is a police matter. If you believe that a vehicle is causing an obstruction, you should inform the police.

We only introduce parking schemes where commuters to places such as shopping centres and railway stations park inconsiderately in residential areas. Seven schemes have been introduced in the borough and we intend to maintain a record of areas that would potentially benefit from the introduction of a scheme. However, at this time we can not introduce further new schemes. All other road schemes including waiting restrictions to prevent dangerous and obstructive parking, speed humps etc, are the responsibility of Hertfordshire County Council. We do not introduce schemes in areas where vehicle ownership by the residents is the sole reason for a lack of available kerb space. We can not put a limit on how many cars a household can own or insist that householders with off-street parking availability use it.

Due to the statutory consultations and waiting periods, the process to introduce a residents’ parking scheme from the time it is proposed to installation, takes a minimum of about two years - if there are no objections.

When there is snow or heavy frost we will try to treat the carriageway in the following car parks:

Berkhamsted: Lower Kings Road, St Johns Well Lane and Water Lane.

Hemel Hempstead: High Street, Moor End Road, Queensway, Water Gardens (South) and Water Gardens (North) upper deck only.

Tring: Frogmore Street (East) and The Forge

These are the only car parks that we will aim to treat.

Gritting will only melt snow or ice once vehicles have driven over the treated area. Gritting will not clear snowdrifts.

Skips and scaffolding

If you wish to use any part of the public highway which is governed by a waiting restriction (examples include: pay and display bays, residents' permit bays, yellow lines). You will need to contact the parking centre once you receive your licence to use public highway so you can purchase a "temporary dispensation".
