We are consulting on proposals to change planning rules in a bid to protect the borough's employment areas.
Recent changes in planning rules mean that changes of use from office, light industrial or warehouse use to houses or flats do not require planning permission.
We are proposing reintroducing the need for planning permission in key employment areas such as Maylands Business Park and Hemel town centre.
This can be achieved by designating certain business locations as Article 4 areas which gives us extra powers of planning regulation in certain areas.
The proposed areas are:
Maylands Business Park; Doolittle Meadows, Hemel Hempstead; Whiteleaf Road, Hemel Hempstead; Park Lane, Hemel Hempstead; Bourne End Mills, Bourne End; Northbridge Road and River Park, Berkhamsted and Icknield Way, Tring.
Residents can give their views until Monday 18 February, following which a decision will be taken whether or not these areas should be confirmed. It is proposed that the Article 4 areas will come into force in January 2020.
