The National Planning Policy Framework has been published by the Government and came into effect on March 27 2012. The guidance replaces 44 previous Planning Policy Guidance notes (PPG), Planning Policy Statements (PPS), Minerals Planning Guidance (MPG), various ministerial letters to Chief Planning Officers and Circulars 05/2005 and 1/2008. This is a key part of the Governments reforms to make the planning system less complex and more accessible, to protect the environment and to promote sustainable growth.

On 19 April 2011 the Council adopted a new Planning Obligations Supplementary Planning Document (SPD) which uses evidence of need and cost to formulate a standard charge for new residential development to help mitigate its impact on the borough’s infrastructure. The SPD will be a material consideration and will be used as a starting point for calculating the appropriate contribution for new residential development.

In March 2010 the last Government announced proposals for a new high speed rail link between London and the north, known as HS2. On 20 December the new coalition Government announced its continued support for the previous preferred route, subject to some minor amendments to reduce the impact of the link.
The preferred route of HS2 does not pass through the Borough, although the impact on other parts of the Chilterns Area of Outstanding Natural Beauty could be significant.
