Examples of allowances
Local Authorities such as Dacorum Borough
Council are permitted to set the level of allowances that are paid
to their Members to cover the expenses that they incur as part of
being a local Councillor. Examples of these allowances are:
- A Basic Allowance – paid to every Member of the Council
- A Special Responsibility Allowance – paid to Members of the
Cabinet, Committee Chairmen and Group Leaders, etc
- Travel & Subsistence Allowances
- Special Carers Allowance

Review of allowances
In Aug 2008 an independent review panel
met over two days to update the allowances
scheme. Based on work carried out in 2003 and 2006, they
confirmed that the scheme should be based on the hours Councillors
put in counting half of them as voluntary; they then took an
average hourly rate and applied it to the rest of the hours
Councillors contribute. The 2008 Panel concentrated on the
allocation of Special Responsibility Allowances.
Councillors will consider the findings of the
independent report in November 2008 with a view to agreeing a
new scheme of allowances to apply from April 2009.
Composition of the Independent Remuneration Panel 2008
The Independent Remuneration Panel consisted of
four outside representatives and was chaired by Chris Swinson. The
other members on the panel were Mrs Lynda Evans, Mr Mick Crews
and Mr Mike Barry. They were chosen for their knowledge and
expertise on Local Government and the voluntary sector.
