The following Committees are appointed to
discharge specific Council functions that are not the
responsibility of the Cabinet:
Development Control
The Development Control Committee of 12
Members exercises:
- all powers of the Council relating to Town and Country planning
and development control (except the review, alteration or approval
of the Development Plan)
- the protection and preservation of trees
- those Highways powers, particularly regarding Rights of Way,
that have been delegated from Hertfordshire County Council under an
Agency Agreement.
Licensing
The Licensing committee exercises powers
relating to all aspects of the licenses and permits that the
Council has a power or duty to grant including Hackney carriages
and private hire vehicles and drivers, Food safety, Street
trading. It also deals with certain Health and Safety issues
that are not otherwise covered by the Council’s capacity as
employer.
Licensing Act 2003 & Licensing of Alcohol &
Gambling
This Panel of three Councillors, who are
chosen from a pool of nominated Members, is required to consider
licence applications under the Licensing Act 2003 including
Licensing of Alcohol & Gambling.
Standards
The Standards Committee aims to promote and
maintain high standards of conduct and ensure that Members of the
Council observe the Code of Conduct. In addition to four
Councillors, the Committee has two independent members, who have
been appointed by full Council, as well as two members nominated by
the Parish and Town Councils.

- Theatres and cinemas
- Nurses’ agencies
- Food safety
- Caravan sites, camping sites and moveable dwellings

- Closing orders for take-away food shops
- Any other licensing matter as may from time to time require
determination by the Council
- The registration of persons or premises in pursuance of public
health, safety or related functions
It also deals with certain Health and Safety issues that are not
otherwise covered by the Council’s capacity as employer. |
